Moving crypto between two Brazil-regulated exchanges is not covered by the hold — only cross-border and self-custody exits are.
The rule applies once transfers reach $10,000, counted either as one transaction or several from the same sender on the same day.
In May 2026, Brazil's central bank already barred stablecoins from settling cross-border payments directly.
Exchanges must now build risk-scoring, documented reviews and customer notifications before the January 2027 deadline.
