It is a one-year soft fork restricting arbitrary data: outputs capped at 34 bytes, OP_RETURN at 83 bytes, data pushes at 256 bytes. It targets Ordinals, BRC-20 and Runes.

Activation needs 55% of blocks to signal support. As of early August, signaling sat under 3% after climbing from below 1% in mid-July.

F2Pool refused outright, AntPool stayed silent, and Foundry USA opened a vote where non-responses count as No. No major pool is signaling.

On August 4, Strategy's Michael Saylor said the 55% threshold is 'impossible' and that Bitcoin 'continues normally while BIP-110 stalls or forks into irrelevance.'
